Hello for the past day or two BOINC has been struggling to download the file mentioned below. It gets to about 90%, and then it simply stops and terminates its attempt to download.

03/12/2013 20:12:50 | GPUGRID | Started download of acemd.815-55.exe
03/12/2013 20:13:04 | | Project communication failed: attempting access to reference site
03/12/2013 20:13:04 | GPUGRID | Temporarily failed download of acemd.815-55.exe: transient HTTP error
03/12/2013 20:13:04 | GPUGRID | Backing off 04:33:45 on download of acemd.815-55.exe

Is this file required, or is it a dud one and I can cancel its download?

This file is required. (This is the app which is actually do the crunching)
The "transient HTTP error" could be caused by your ISP, or some of your networking component (either hardware or software): router, firewall, antivirus, ADSL / cable / GSM modem, network adapter (in the order of possibility).

Ah. I thought it might not be all that important, as BOINC doesn't have any active GPUGRID tasks, nor any pending awaiting the download to finish.

GPUGRID has worked fine in the past, infact just yesterday i completed three-four tasks, so i'm not sure how to proceed. Just wait and see if it rectifies itself, reset the project, or?

Looks like it's a guessing game... The alternative

Restart your computer with the Ethernet cable out (if that's how you connect). Then plug it in. If that doesn't work turn off your router for a couple of minutes, turn it on and restart your computer again. It's a catch all to fix many networking issues.
You might want to check you have enough disk space.

i did the usual before asking, checking network connection, disk space, router status, as well as restarting the system & router.

So far the only improvement is it now gets to 2.94MB of 2.98MB before it gives up, before it was getting to about 2.5MB :p

Try a project reset then. Had a PM from someone who also experienced a download error so it might be something out of your hands.

In Boinc Manager (Advanced View) under Activity, is Network Activity Always Available?

You might also want to create a cc_config file and add a couple of log flags.

<cc_config>

<log_flags>
<file_xfer>1</file_xfer>
<http_debug>1</http_debug>
<http_xfer_debug>1</http_xfer_debug>
<network_status_debug>1</network_status_debug>
</log_flags>

</cc_config>
